That law is for every person who makes a mistake and sins. The same law is for the people born in the family of Israel and for the foreigners living among you.
Those cities will be places of safety for citizens of Israel, and for foreigners and travelers. Any of those people will be able to run to one of those cities if he accidentally kills someone.
