“It is to be a perpetual statute throughout your generations in all your dwellings, that you must eat neither fat nor blood.”
He is to lay his hand on the head of the goat and slaughter it in the place where they slaughter the burnt offering before Adonai. It is a sin offering.

But no sin offering from which any of the blood is brought into the Tent of Meeting to make atonement in the Holy Place is to be eaten—it must be burned up with fire.
