Leviticus 24:5

He took twelve stones, for the number of tribes of the sons of Jacob, to whom the Lord had said: Israel shall be your name.

They also have charge of the showbread, of the fine flour for the grain offering, of the wafers of unleavened bread, and of the baking and mixing, and of all measures of quantity and size.

So the priest gave him holy bread, for no other bread was on hand except the showbread which had been removed from before the Lord and replaced by fresh bread when it was taken away.
