The LORD says: “My people, I promise to give you my Spirit and my message. These will be my gifts to you and your families for ever. I, the LORD, have spoken.”
Aaron will speak to the people for you, and you will be like me, telling Aaron what to say. I will be with both of you as you speak, and I will tell each of you what to do.
Here is my servant! I have made him strong. He is my chosen one; I am pleased with him. I have given him my Spirit, and he will bring justice to the nations.
This is what the LORD says: I will answer your prayers because I have set a time when I will help by coming to save you. I have chosen you to take my promise of hope to other nations. You will rebuild the country from its ruins, then people will come and settle there.
I have told you what to say, and I will keep you safe in the palm of my hand. I spread out the heavens and laid foundations for the earth. Now I say, “Jerusalem, your people are mine.”
I also promise that you will always have descendants and will never be forgotten, just as the new heavens and the new earth that I create will last for ever.
Before this I didn't know who he was. But the one who sent me to baptize with water had told me, “You will see the Spirit come down and stay on someone. Then you will know that he is the one who will baptize with the Holy Spirit.”
Jesus was talking about the Holy Spirit, who would be given to everyone that had faith in him. The Spirit had not yet been given to anyone, since Jesus had not yet been given his full glory.
You are no longer ruled by your desires, but by God's Spirit, who lives in you. People who don't have the Spirit of Christ in them don't belong to him.
