Moses and Eleazar the priest spoke with them in the plains of Moab by Jordan near Jericho, saying,

Those who were numbered of them were twenty-three thousand, each male from one month old and older; for they were not counted among the Israelites, because there was no inheritance given them among the Israelites.

But among these there was not a man counted by Moses and Aaron the priest when they counted the Israelites in the Wilderness of Sinai

The Israelites had traveled forty years in the wilderness until all the people, the men of fighting age who came out of Egypt, died, because they did not obey the Lord. The Lord had sworn not to let them see the land that He had sworn to their fathers to give to us, a land flowing with milk and honey.
