When he made a decree for the rain, And a way for the lightning of the thunder:
Behold, God is great, and we know him not; The number of his years is unsearchable.
The noise thereof telleth concerning him, The cattle also concerning the storm that cometh up.
Yea, he ladeth the thick cloud with moisture; He spreadeth abroad the cloud of his lightning:
For he saith to the snow, Fall thou on the earth; Likewise to the shower of rain, And to the showers of his mighty rain.
Canst thou lift up thy voice to the clouds, That abundance of waters may cover thee?
Which doeth great things and unsearchable; Marvelous things without number:
Who covereth the heaven with clouds, Who prepareth rain for the earth, Who maketh grass to grow upon the mountains.
By his knowledge the depths were broken up, And the skies drop down the dew.
and I will lay it waste; it shall not be pruned nor hoed; but there shall come up briers and thorns: I will also command the clouds that they rain no rain upon it.

Are there any among the vanities of the heathen that can cause rain? or can the heavens give showers? art not thou he, O LORD our God? therefore we will wait upon thee; for thou hast made all these things.
Ask ye of the LORD rain in the time of the latter rain, even of the LORD that maketh lightnings; and he shall give them showers of rain, to every one grass in the field.
