If you do what’s right, you won’t need to be afraid of your rulers. But if you do what’s wrong, watch out! You don’t want to be afraid of those in authority, do you? Then do what’s right, and you’ll be praised.

The one in authority serves God for your good. But if you do wrong, watch out! Rulers have been given the power of punishment for a good reason. They’re working for God, and it’s on God’s behalf that they punish people who do wrong.

So whoever rebels against the government is rebelling against an authority that God has established, and anyone who does that will be judged.
