Having carefully investigated everything from the beginning, I also have decided to write an accurate account for you, most honorable Theophilus,

This is the letter they took with them: “This letter is from the apostles and elders, your brothers in Jerusalem. It is written to the Gentile believers in Antioch, Syria, and Cilicia. Greetings!

Provide horses for Paul to ride, and get him safely to Governor Felix.”

Then he wrote this letter to the governor:

When they arrived in Caesarea, they presented Paul and the letter to Governor Felix.

For all of this, Your Excellency, we are very grateful to you.

But Paul replied, “I am not insane, Most Excellent Festus. What I am saying is the sober truth.

This letter is from James, a slave of God and of the Lord Jesus Christ. I am writing to the “twelve tribes”—Jewish believers scattered abroad. Greetings!
