Leviticus 16:15

“Then he shall kill the goat of the sin offering, which is for the people, bring its blood inside the veil, do with that blood as he did with the blood of the bull, and sprinkle it on the mercy seat and before the mercy seat.

and the Lord said to Moses: “Tell Aaron your brother not to come at just any time into the Holy Place inside the veil, before the mercy seat which is on the ark, lest he die; for I will appear in the cloud above the mercy seat.

Then he shall carry the bull outside the camp, and burn it as he burned the first bull. It is a sin offering for the assembly.

Then the anointed priest shall take some of the bull’s blood and bring it to the tabernacle of meeting.

Thus did Moses; just as the Lord had commanded him, so he did.

Also one kid of the goats as a sin offering to the Lord shall be offered, besides the regular burnt offering and its drink offering.

Therefore, in all things He had to be made like His brethren, that He might be a merciful and faithful High Priest in things pertaining to God, to make propitiation for the sins of the people.

Because of this he is required as for the people, so also for himself, to offer sacrifices for sins.

This hope we have as an anchor of the soul, both sure and steadfast, and which enters the Presence behind the veil,

who does not need daily, as those high priests, to offer up sacrifices, first for His own sins and then for the people’s, for this He did once for all when He offered up Himself.

Not with the blood of goats and calves, but with His own blood He entered the Most Holy Place once for all, having obtained eternal redemption.

For if the blood of bulls and goats and the ashes of a heifer, sprinkling the unclean, sanctifies for the purifying of the flesh,

and behind the second veil, the part of the tabernacle which is called the Holiest of All,

But into the second part the high priest went alone once a year, not without blood, which he offered for himself and for the people’s sins committed in ignorance;
