Deuteronomy 17:8

New International Version

If cases come before your courts that are too difficult for you to judge—whether bloodshed, lawsuits or assaults—take them to the place the Lord your God will choose.

He would get up early and stand by the side of the road leading to the city gate. Whenever anyone came with a complaint to be placed before the king for a decision, Absalom would call out to him, “What town are you from?” He would answer, “Your servant is from one of the tribes of Israel.”

“If people are fighting and hit a pregnant woman and she gives birth prematurely but there is no serious injury, the offender must be fined whatever the woman’s husband demands and the court allows.

“If a bull gores a man or woman to death, the bull is to be stoned to death, and its meat must not be eaten. But the owner of the bull will not be held responsible.

“If a thief is caught breaking in at night and is struck a fatal blow, the defender is not guilty of bloodshed;

But if the thief is not found, the owner of the house must appear before the judges, and they must determine whether the owner of the house has laid hands on the other person’s property.

“ ‘In any dispute, the priests are to serve as judges and decide it according to my ordinances. They are to keep my laws and my decrees for all my appointed festivals, and they are to keep my Sabbaths holy.

“This is what the Lord Almighty says: ‘Ask the priests what the law says:

“For the lips of a priest ought to preserve knowledge, because he is the messenger of the Lord Almighty and people seek instruction from his mouth.

select some towns to be your cities of refuge, to which a person who has killed someone accidentally may flee.

“ ‘If anyone strikes someone a fatal blow with an iron object, that person is a murderer; the murderer is to be put to death.

Do not show partiality in judging; hear both small and great alike. Do not be afraid of anyone, for judgment belongs to God. Bring me any case too hard for you, and I will hear it.”

Then to the place the Lord your God will choose as a dwelling for his Name—there you are to bring everything I command you: your burnt offerings and sacrifices, your tithes and special gifts, and all the choice possessions you have vowed to the Lord.

Offer them only at the place the Lord will choose in one of your tribes, and there observe everything I command you.

But you are to seek the place the Lord your God will choose from among all your tribes to put his Name there for his dwelling. To that place you must go;

the two people involved in the dispute must stand in the presence of the Lord before the priests and the judges who are in office at the time.

This is the rule concerning anyone who kills a person and flees there for safety—anyone who kills a neighbor unintentionally, without malice aforethought.

The Levitical priests shall step forward, for the Lord your God has chosen them to minister and to pronounce blessings in the name of the Lord and to decide all cases of dispute and assault.

When people have a dispute, they are to take it to court and the judges will decide the case, acquitting the innocent and condemning the guilty.
