You may require payment from a foreigner, but you must cancel any debt your fellow Israelite owes you.

“If you lend money to one of my people among you who is needy, do not treat it like a business deal; charge no interest.

Now a slave has no permanent place in the family, but a son belongs to it forever.

Therefore, as we have opportunity, let us do good to all people, especially to those who belong to the family of believers.

This is how it is to be done: Every creditor shall cancel any loan they have made to a fellow Israelite. They shall not require payment from anyone among their own people, because the Lord’s time for canceling debts has been proclaimed.

You may charge a foreigner interest, but not a fellow Israelite, so that the Lord your God may bless you in everything you put your hand to in the land you are entering to possess.

If you make a vow to the Lord your God, do not be slow to pay it, for the Lord your God will certainly demand it of you and you will be guilty of sin.
