There wasn’t anything in the ark except the two stone tablets. Moses had placed them in it at Mount Horeb. That’s where the Lord had made a covenant with the Israelites. He made it after they came out of Egypt.

Numbers 17:10

They are never happy with what I do. Aaron’s walking stick will put an end to what they are saying. Then they will not die.”
