When Moses’ father-in-law saw all that he was doing for the people, he said, “What is this that you are doing for the people? Why are you sitting by yourself, and all the people stand around you from morning until evening?”

Now Absalom used to get up early and stand beside the road that led to the city gate. Whenever anyone came by who had a complaint to bring to the king for arbitration, Absalom would call out to him, “What city are you from?” The person would answer, “I, your servant, am from one of the tribes of Israel.”

On the next day Moses sat to judge the people, and the people stood around Moses from morning until evening.

Moses said to his father-in-law, “Because the people come to me to inquire of God.

They judged the people under normal circumstances; the difficult cases they would bring to Moses, but every small case they would judge themselves.

They put him in custody, because there was no clear instruction about what should be done to him.

Now the descendants of the Kenite, Moses’ father-in-law, went up with the people of Judah from the City of Date Palm Trees to Arad in the desert of Judah, located in the Negev. They went and lived with the people of Judah.
