The Lord our God spoke to us at Horeb and said, “You have stayed in the area of this mountain long enough.

I will be standing before you there on the rock in Horeb, and you will strike the rock, and water will come out of it so that the people may drink.” And Moses did so in plain view of the elders of Israel.

Now Moses was shepherding the flock of his father-in-law Jethro, the priest of Midian, and he led the flock to the far side of the desert and came to the mountain of God, to Horeb.

Whether it was for two days, or a month, or a year, that the cloud prolonged its stay over the tabernacle, the Israelites remained camped without traveling; but when it was taken up, they traveled on.

So it was in the Transjordan, in Moab, that Moses began to deliver these words:

This accords with what happened at Horeb in the day of the assembly. You asked the Lord your God: “Please do not make us hear the voice of the Lord our God any more or see this great fire any more lest we die.”

The Lord our God made a covenant with us at Horeb.

At Horeb you provoked him and he was angry enough with you to destroy you.
