Or a person might hit someone with his hand and cause death. If it were done from hate, the person is a murderer and must be put to death. A relative of the dead person must kill the murderer when they meet.
Or a person might drop a rock on someone he couldn’t see and kill that person. There was no plan to hurt anyone and no hatred for the one who was killed.
For example, suppose someone goes into the forest with a neighbor to cut wood and swings an ax to cut down a tree. If the ax head flies off the handle, hitting and killing the neighbor, the one who killed him may run to one of these cities to save his life.
If a person kills someone accidentally and without meaning to kill him, that person may go to a city of safety to hide. There the killer will be safe from the relative who has the duty of punishing a murderer.
But if the one who is chasing him follows him to that city, the leaders of the city must not hand over the killer. It was an accident. He did not hate him beforehand or kill him on purpose.
