The money from the penalty offerings and sin offerings was not brought into the Temple of the Lord, because it belonged to the priests.

Think about the Israelites: Do not those who eat the sacrifices share in the altar?

Surely you know that those who work at the Temple get their food from the Temple, and those who serve at the altar get part of what is offered at the altar.
