Numbers 19:2

This is the statute for the ritual which the Lord has commanded. Tell the Israelites to procure for you a red heifer without defect and free from every blemish and on which no yoke has ever been laid.

Your lamb must be a year-old male and without blemish. You may take it from either the sheep or the goats.

Come now, let us set things right, says the Lord: Though your sins be like scarlet, they may become white as snow; Though they be red like crimson, they may become white as wool.

So now set to work and make a new cart. Then take two milk cows that have not borne the yoke; hitch them to the cart, but drive their calves indoors away from them.
