Moreover, you shall choose out of all the people capable men who fear God, men of truth, hating dishonest gain, and place these men over them, to be rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens.

Moses chose capable men out of all Israel and made them heads over the people, rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens.

When a land transgresses, it has many rulers, but with a man of understanding and knowledge, the state thereof will be prolonged.

This is the end of the matter; all has been heard. Now fear God and keep His commandments, for this is the duty of all mankind.

In mercy the throne shall be established; and one who judges and seeks justice and is diligent in righteousness shall sit on it in truth in the tabernacle of David, judging.

He who walks righteously and speaks uprightly, he who rejects unjust gain and shakes his hands from holding bribes, who stops his ears from hearing of bloodshed, and shuts his eyes from seeing evil:

No one calls for justice, nor does anyone plead for truth. They trust in vanity and speak lies; they conceive mischief and bring forth iniquity.

Run to and fro through the streets of Jerusalem, see now and know; seek in the open places if you can find a man, if there is any who executes justice, who seeks the truth, that I may pardon her.

if he has not lent at interest, nor has taken any increase, but has withdrawn his hand from iniquity, has executed true justice between man and man;

In you they have taken bribes to shed blood. You have taken usury and increase, and you have injured your neighbors for gain by extortion, and you have forgotten Me, says the Lord God.

Thus says the Lord of Hosts: Execute true justice, show mercy and compassion, every man to his brother.

These are the things you will do: Speak truth each to his neighbor, and make judgments in your gates that are for truth, and justice, and peace.

These were the renowned of the congregation, leaders of the tribes of their fathers, heads of thousands in Israel.

With you there will be a man of every tribe, each one the head of his father’s house.

If they blow only one, then the leaders, who are heads of the thousands of Israel, will gather themselves to you.

He said: “In a city there was a judge who did not fear God or regard man.

“He would not for a while. Yet afterward he said to himself, ‘Though I do not fear God or respect man,

I have not coveted anyone’s silver or gold or clothing.

Brothers, look among yourselves for seven men who are known to be full of the Holy Spirit and of wisdom, whom we will appoint over this duty.

The elders of that city must take that man and punish him,

not given to drunkenness, not violent, not greedy for money, but patient, not argumentative, not covetous;

and with him ten chiefs, one chief each for each father’s household of every tribe of Israel; and each one of them was the head of his father’s house among the thousands of Israel.

and in order to assign for himself captains of thousands and captains of fifties, and to plow his ground, and to gather in his harvest, and to make his weapons of war and the equipment of his chariots.

But his sons did not walk in his way, for they followed after unlawful gain, and they took bribes, and they perverted justice.
