When Moses’ father-in-law saw all that he was doing for the people, he said, “What is this thing that you are doing for the people? Why are you sitting by yourself while all the people stand around you from morning until evening?”

Absalom would go early and stand beside the way into the gate. When any man who had a dispute concerning which he had come to the king for a judgment approached, Absalom would call to him and say, “Which city are you from?” And he would say, “Your servant is from one of the tribes of Israel.”

On the next day, Moses sat to judge the people, and the people stood around Moses from the morning until the evening.

Then Moses said to his father-in-law, “Because the people come to me to inquire of God.

They judged the people at all times. They brought the difficult cases to Moses, but they judged every small matter themselves.

They put him in confinement because it was not declared what should be done to him.

The descendants of Moses’ father-in-law, the Kenite, went up with the descendants of Judah from the City of Palms to the Negev near Arad. Then they went and lived with the people.
