All things have I seen in the days of my vanity: there is a just man that perishes in his righteousness, and there is a wicked man that prolongs his life in his wickedness.
There is a vanity which is done upon the earth; that there be just men, to whom it happens according to the work of the wicked; again, there be wicked men, to whom it happens according to the work of the righteous: I said that this also is vanity.
This matter is by the decree of the watchers, and the demand by the word of the holy ones: in order that the living may know that the most High rules in the kingdom of men, and gives it to whomever he will, and sets up over it the lowliest of men.
You are of purer eyes than to behold evil, and cannot look on iniquity: why do you look upon those who deal treacherously, and hold your tongue when the wicked devours the man who is more righteous than he?
