Numbers 30:2

If a man makes a vow to Yahweh or swears an oath to bind himself with a binding obligation, he shall not violate his word; he shall do according to all that proceeds out of his mouth.

I shall pay my vows to Yahweh, Oh may it be in the presence of all His people.

Or if a person swears thoughtlessly with his lips to do evil or to do good, in whatever matter a man may speak thoughtlessly with a sworn oath, and it is hidden from him, and then he comes to know it, he will be guilty in one of these.

¶Behold, on the mountains the feet of him who proclaims good news, Who announces peace! Celebrate your feasts, O Judah; Pay your vows. For never again will the vile one pass through you; He is cut off completely.

So Israel made a vow to Yahweh and said, “If You will indeed give this people into my hand, then I will devote their cities to destruction.”

However, if she vowed in her husband’s house or bound herself by an obligation with an oath,

Build yourselves cities for your little ones and sheepfolds for your sheep, and do what you have promised.”
