Who has split a channel for the flood; or a way for the thunderclaps,

When He made a decree for the rain, and a way for the flash, the thunderclap,

Where is this, the way the light is distributed; or the east wind is scattered on the earth?

to make it rain on the earth where no man is, a wilderness and no man in it;

He causes the vapors to rise from the end of the earth; He makes lightnings for the rain; He brings the wind out of His storehouses;
