By saying 'a new covenant,' he antiquates the first. And whatever is antiquated and aged is on the verge of vanishing.

Hence, as I hold this ministry by God's mercy to me, I never lose heart in it;

(indeed, in view of the transcendent glory, what was glorious has thus no glory at all);
