who shall go out before them and come in before them, who shall lead them out and bring them in, that the congregation of the Lord may not be as sheep that have no shepherd.”
When he went ashore he saw a great crowd, and he had compassion on them, because they were like sheep without a shepherd. And he began to teach them many things.
And he said, “I saw all Israel scattered on the mountains, as sheep that have no shepherd. And the Lord said, ‘These have no master; let each return to his home in peace.’”
For the household gods utter nonsense, and the diviners see lies; they tell false dreams and give empty consolation. Therefore the people wander like sheep; they are afflicted for lack of a shepherd.
And he said to them, “I am 120 years old today. I am no longer able to go out and come in. The Lord has said to me, ‘You shall not go over this Jordan.’
And now, O Lord my God, you have made your servant king in place of David my father, although I am but a little child. I do not know how to go out or come in.
“Awake, O sword, against my shepherd, against the man who stands next to me,” declares the Lord of hosts. “Strike the shepherd, and the sheep will be scattered; I will turn my hand against the little ones.

In times past, when Saul was king over us, it was you who led out and brought in Israel. And the Lord said to you, ‘You shall be shepherd of my people Israel, and you shall be prince over Israel.’”
shall surround the king, each with his weapons in his hand. And whoever approaches the ranks is to be put to death. Be with the king when he goes out and when he comes in.”
