I give this order: Any person, priest, or Levite from Israel living in my kingdom that wants to go with Ezra to Jerusalem, may go.

They told the people to come to Jerusalem to celebrate the Passover for the Lord God of Israel. A large group of the people of Israel had not celebrated the Passover since a long time ago the way the law of Moses said to celebrate it.

Ezra 1:3

The Lord is the God of Israel, the God that is in Jerusalem. If any of God’s people are living among you, then I pray God will bless them. You must let them go to Jerusalem in the country of Judah. You must let them go build the Lord’s temple.
