This is the Descendant mentioned in the promise. \{The promise came directly from God.\} But the law was given through angels. The angels used \{Moses for\} a mediator {\cf2\super [40]} to give the law to people.

Deuteronomy 18:16

God will send you this prophet because that is what you asked him to do. When you were gathered together at Mount Horeb (Sinai), {you were afraid of God’s voice and the great fire you saw on the mountain.
