After all, they are God's servants, and it is their duty to help you. If you do something wrong, you ought to be afraid, because these rulers have the right to punish you. They are God's servants who punish criminals to show how angry God is.

So listen to my message, you rulers of Israel! You hate justice and twist the truth.

Dear friends, don't try to get even. Let God take revenge. In the Scriptures the Lord says, "I am the one to take revenge and pay them back."

You must also pay your taxes. The authorities are God's servants, and it is their duty to take care of these matters.

You must not cheat any of the Lord's followers in matters of sex. Remember, we warned you that he punishes everyone who does such things.

One of the victim's relatives might come to the town, looking for revenge. But the town leaders must not simply hand over the person accused of murder. After all, the accused and the victim had been neighbors, not enemies.

These Safe Towns were set up, so that if Israelites or even foreigners who lived in Israel accidentally killed someone, they could run to one of these towns. There they would be safe until a trial could be held, even if one of the victim's relatives came looking for revenge.

You must also obey governors, because they are sent by the Emperor to punish criminals and to praise good citizens.
