Everyone who is registered must pay half a shekel  according to the sanctuary shekel (twenty gerahs to the shekel). This half shekel is a contribution to the Lord.

along with two quarts  of fine flour for a grain offering mixed with a quart  of olive oil from crushed olives.

These are in addition to the monthly and regular burnt offerings with their prescribed grain offerings and drink offerings. They are a pleasing aroma, a food offering to the Lord.
