“Send men to spy out the land of Canaan, which I am going to give to the sons of Israel. From each of their fathers’ tribes you shall send a man, every one a leader among them.”
Moses chose able men from all Israel and made them heads over the people, leaders of thousands, of hundreds, of fifties and of tens [from the highest to the lowest judicial levels].
Accordingly, the Lord said to Moses, “Gather for Me seventy men from among the elders of Israel whom you know to be the elders of the people and their officers; bring them to the Tent of Meeting (tabernacle) and let them stand there with you.
So I took the leaders of your tribes, wise and experienced men, and made them leaders over you, commanders of thousands, and hundreds, and fifties, and tens, and officers (administrators) for your tribes.
And when the Lord sent you from Kadesh-barnea, saying, ‘Go up and take possession of the land which I have given you,’ then you rebelled against the command of the Lord your God, and you did not believe and rely on Him, nor did you obey His voice.
