NOW WHEN [the Samaritans] the adversaries of Judah and Benjamin heard that the exiles from the captivity were building a temple to the Lord, the God of Israel,

This is a copy of the letter which they sent to King Artaxerxes: Your servants, the men beyond [that is, west of] the River [Euphrates], and so forth.

Then the king sent an answer: To Rehum the [Persian] official, to Shimshai the scribe, to the rest of their companions who dwell in Samaria and in the rest of the country beyond the River: Greetings.

Artaxerxes, king of kings, to Ezra the priest, scribe of the instructions of the God of heaven: Greetings.

And he said before his brethren and the army of Samaria, What are these feeble Jews doing? Will they restore things [at will and by themselves]? Will they [try to bribe their God] with sacrifices? Will they finish up in a day? Will they revive the stones out of the heaps of rubbish, seeing they are burned?

Now therefore, our God, the great, mighty, and terrible God, Who keeps covenant and mercy and loving-kindness, let not all the trouble and hardship seem little to You–the hardship that has come upon us, our kings, our princes, our priests, our prophets, our fathers, and on all Your people, since the time of the kings of Assyria to this day.

Render to all men their dues. [Pay] taxes to whom taxes are due, revenue to whom revenue is due, respect to whom respect is due, and honor to whom honor is due.
