And Moses said to his father-in-law, “Because the people come to me to inquire of God;


And they judged the people at all times; hard cases they brought to Moses, but any small matter they decided themselves.


“When a man strikes his slave, male or female, with a rod and the slave dies under his hand, he shall be punished.


“When men strive together, and hurt a woman with child, so that there is a miscarriage, and yet no harm follows, the one who hurt her shall be fined, according as the woman's husband shall lay upon him; and he shall pay as the judges determine.


“When an ox gores a man or a woman to death, the ox shall be stoned, and its flesh shall not be eaten; but the owner of the ox shall be clear.


If the stolen beast is found alive in his possession, whether it is an ox or an ass or a sheep, he shall pay double.


If the thief is not found, the owner of the house shall come near to God, to show whether or not he has put his hand to his neighbor's goods.


In a controversy they shall act as judges, and they shall judge it according to my judgments. They shall keep my laws and my statutes in all my appointed feasts, and they shall keep my sabbaths holy.


“Thus says the Lord of hosts: Ask the priests to decide this question,


For the lips of a priest should guard knowledge, and men should seek instruction from his mouth, for he is the messenger of the Lord of hosts.


then you shall select cities to be cities of refuge for you, that the manslayer who kills any person without intent may flee there.


“But if he struck him down with an instrument of iron, so that he died, he is a murderer; the murderer shall be put to death.


You shall not be partial in judgment; you shall hear the small and the great alike; you shall not be afraid of the face of man, for the judgment is God's; and the case that is too hard for you, you shall bring to me, and I will hear it.’


then to the place which the Lord your God will choose, to make his name dwell there, thither you shall bring all that I command you: your burnt offerings and your sacrifices, your tithes and the offering that you present, and all your votive offerings which you vow to the Lord.


but at the place which the Lord will choose in one of your tribes, there you shall offer your burnt offerings, and there you shall do all that I am commanding you.


But you shall seek the place which the Lord your God will choose out of all your tribes to put his name and make his habitation there; thither you shall go,


then both parties to the dispute shall appear before the Lord, before the priests and the judges who are in office in those days;


“This is the provision for the manslayer, who by fleeing there may save his life. If any one kills his neighbor unintentionally without having been at enmity with him in time past—


And the priests the sons of Levi shall come forward, for the Lord your God has chosen them to minister to him and to bless in the name of the Lord, and by their word every dispute and every assault shall be settled.


“If there is a dispute between men, and they come into court, and the judges decide between them, acquitting the innocent and condemning the guilty,
