To man belongs the preparations of the heart, But from יהוה is the answer of the tongue.
“And I have put My Words in your mouth, and with the shadow of My hand I have covered you, to plant the heavens and lay the foundations of the earth, and to say to Tsiyon, ‘You are My people.’ ”

But he did not say this from himself, but being high priest that year he prophesied that יהושע was about to die for the nation,
‘I shall raise up for them a Prophet like you out of the midst of their brothers. And I shall put My Words in His mouth, and He shall speak to them all that I command Him.
