Tiglath Pileser king of Assyria came to fight against Israel. This was during the time that Pekah was king of Israel. Tiglath Pileser captured Ijon, Abel Bethmaacah, Janoah, Kedesh, Hazor, Gilead, Galilee, and all the area of Naphtali. Tiglath Pileser took the people from these places as prisoners to Assyria.
David also defeated the people of Moab. At that time he forced them to lie on the ground. Then he used a rope to separate them into rows. Two rows of men were killed, but the whole third row was allowed to live. In that way, the people of Moab became servants of David. They paid tribute [53] to him.
Later, Hoshea sent messengers to the king of Egypt {to ask for help}. That king’s name was So. That year, Hoshea did not pay tribute [199] to the king of Assyria like he did every other year. The king of Assyria learned that Hoshea had made plans against him. So the king of Assyria arrested Hoshea and put him in jail.
