Nehemiah 5:4

And now be it known to the king, that if this city be built up, and the walls thereof repaired, they will not pay tribute nor toll, nor yearly revenues; and this loss will fail upon the kings.


For there have been powerful kings in Jerusalem: who hare had dominion over all the country that is beyond the river, and have received tribute, and toll, and revenues.


And the fruits thereof grow up for the kings, whom thou hast set over us for our sins; and they have dominion over our bodies, and over our beasts, according to their will; and we are in great tribulation.


We give you also to understand concerning all the priests, and the Levites, and the singers, and the porters, and the Nathinites, and ministers of the house of this God, that you have no authority to impose toll or tribute, or custom upon them.


Their children, that were left in the land, to wit, such as the children of Israel had not been able to destroy, Solomon made tributary unto this day.


And the children of Ephraim slew not the Chanaanite, who dwelt in Gazer: and the Chanaanite dwelt in the midst of Ephraim until this day, paying tribute.


And there were some that said: Let us mortgage our lands, and our vineyards, and our houses; and let us take corn because of the famine.


The rich ruleth over the poor: and the borrower is servant to him that lendeth.
